The Celestial Bureaucracy Tower is in the far east of Orin Rakatha situated in the northern part of moss flower wood.
Tower Colours:
People of note wear elaborate clothing with symbols upon them, normally with the Ying/Yang symbol displayed somewhere, occasionally on a red tabard. The general populace are dressed in black and white striped gowns and straw hats. Red Ying/Yang tabards and/or hats can be hired from Herofest. There are a number of groups within the tower all who have oriental backgrounds and origins.

The honourable Sai Lo.
Summary:
Mysterious and inscrutable these aloof Orientals considered themselves superior to the barbarians who occupy the rest of the Plane.
Larping Notes:
Very little was known about this Tower until they joined an alliance against the Dymwan several years ago during the time of the Dawn of the dead. They have been on Orin Rakatha for a number of years and originated from the same plane as Akari Island. They are organised in a complex social structure, where position and influence is more important than life or death. They are always polite and normally travel in groups, with one spokesperson. It is difficult to ascertain what the objectives of the Celestial Bureaucracy are; for many years they kept to themselves and did not concern themselves with the affairs of Orin Rakatha or the other Towers, however elements of their Tower have recentlybeen travelling the lands in ever larger numbers. Who knows what brought this about or what their missions are?
Members of the Celestial Bureaucracy are mostlyHuman and come from an oriental background and usually can be dealt with if you act in an honourable fashion. They are effective combatants who fight as a group and are generally of Neutral persuasion.
Diplomatic status with the other factions
The Celestial Bureaucracy will normally start any event with neutrality towards all other larp factions. This of course may change on the event and your actions as the players will affect diplomatic relations on future events. It should be noted that some of the Celestial Bureaucracy were involved in conflict with the Dymwan although that was sometime in the past now. It will be up to the players on each event itself to decide what effect this will have if any.
